Maurice Tiberius ruled the Byzantine Empire from 582 to 602 CE, a period marked by intense military pressure and administrative reforms. He was an experienced general who tried to stabilize imperial finances while defending the empire against Persians, Avars, and Slavs. During his reign, Muhammad was living in Mecca as a private individual; prophethood had not yet begun, so Islam had not emerged as a political or religious force. After Maurice’s overthrow and execution, the throne passed to Phocas, whose rule weakened the empire. This instability led to renewed Byzantine–Sassanian wars, later inherited by Heraclius.
